From Cianwood City, you can Surf eastward, where you’ll find the Whirl Islands. There are four islands there, and you’ll need to cross over whirlpools in order to successfully breach the cave entrance on each island. So obviously, you’re going to need a Pokemon with you that can use Surf and Whirlpool.
